A-926: HQ - Some logistics tasks non-functional

Some executable tasks are not supported by the HQ system. They should be able to be manually tasked, however if the player attempts to do so via the command mode, nothing happens. These actions include:
- ASAM Missionary Mission
- Establish New City
- Make Contact Mission
